Establishing Synergy between Agencies, Govt Signs Joint Statement on Monitoring of Fuel Supply and Distribution

The government is highly committed to give the public reliable supply and distribution of fuels. As the government agency delegated with the responsibility, Ministry of Energy and Mineral Resources (EMR) considers public trust a strong stimulus to establish synergies with the Ministry of Home Affairs and the Indonesian National Police.

"Because fuels are vital commodities that control the lives of many people, the government must ensure the availability and the smooth distribution of fuels as mandated by the Oil and Gas Law," said Minister of EMR Arifin Tasrif in his remarks at the Joint Statement of Minister of EMR, Minister of Home Affairs, and Chief of Indonesian National Police on Joint Monitoring of Fuel Supply and Distribution within the Region of the Republic of Indonesia at the Ministry of EMR's building in Jakarta, Thursday (9/1).


The focus of the Joint Statement is on Certain Fuel (JBT) of Solar diesel and Assignment Fuel (JBKP) of Premium gasoline throughout Indonesia so that the distribution of these fuels are right on target and right on volume. "The monitoring is also to anticipate fuel availability on public and national holidays," Minister Arifin affirmed.

The same commitment is given by National Police Chief Idham Aziz by forming a Seahorse Task Force (Satgas Kuda Laut) led by Chief of Criminal Investigation Department. "We're committed to make the oil and gas distribution in 2020 even better. I assure you that our speed is quite high. In union there is strength. Let's build communication. Let's sentence offenders. That's why I've formed the Seahorse Task Force so that we can guard this government's program," confirmed Idham.

Meanwhile, Secretary General of Ministry of Home Affairs Hadi Prabowo says the inter-agency synergies are not meant to limit the regional governments' authority in the oil and gas management. "The implementation of the synergies must not be interpreted to limit the regional government's role in supporting the oil and gas management. Governors and regional heads still play significant roles in providing the services to the public," said Hadi who represented Minister of Home Affairs.

One of the background of the cooperation, added Minister of EMR, is the over-quota of Solar diesel JBT in 2019. "We have to adopt tactical and strategic measure like this to make the monitoring of fuel distribution across Indonesia strong and effective; thus, we can reduce fuel imports and control the oil and gas trade deficit," Minister Arifin stated.


Another measure introduced by the Ministry of EMR is to assign PT Pertamina (Persero) to instal IT technologies on every nozzle in order to get accurate data on Gasoline distribution (Public Service Obligation/PSO and non-PSO). Next, the Ministry of EMR sets up an EMR National Command Post located at BPH Migas building.

To optimize the monitoring, Minister Arifin expects BPH Migas continues to build strategic partnership with Ministry of Home Affairs, Indonesian National Police, Regional Heads Coordination Forum, and relevant stakeholders to follow up the Joint Statement. The monitoring of fuel supply and distribution will be focused on both preemptive and preventive aspects. Any violations and/or deviation will be subject to the applicable laws and regulations.

Also present on the occasion were a number of governors such as Governor of Gorontalo, Governor of Riau, Governor of West Sulawesi, Governor of West Java, Governor of North Kalimantan, and Governor of Central Kalimantan. (IY)
