Boosting O&G Exploration, Upstream O&G Data is Wide Open

Ministry of Energy and Mineral Resources (EMR) will open the access to upstream oil and gas data to any parties who need them via a membership system. This is done to attract investment in the upstream oil and gas to ensure oil and gas potential explored and exploited optimally.

"After long preparation, the government starts to apply the membership system for upstream oil and gas data access. The government gives the access to any parties who need the data, with the maximum access is open to members," explained Advisor to Minister of EMR for Natural Resource Economy, Sampe L. Purba, at the Dissemination of the Membership System for Upstream Oil and Gas Data Usage on Monday (3/2) at the office of Ministry of EMR.

Meanwhile, continued Sampe, for non-members and observers, access is only given for general data. The membership system is expected to boost oil and gas exploration.

"The membership system gives ease of access to data users in order to boost oil and gas exploration and exploitation," added Sampe.

On the same occasion, Head of Center for Data and Information Technology, Agus Cahyono Adi, explained about the membership system and the benefits that members and non-members would get.

"Members can access basic data, processed data, and interpreted data, while non-members can only access basic data and general data. Basically, basic data and general data can be accessed for free," said Agus.

The membership system divides members into two categories, namely mandatory members, who are Contractors of Production Sharing Contracts, and non-mandatory members, who are business entities, permanent business establishment, universities, and executing units. Besides members, the data in the Migas Data Repository (MDR) can also be accessed by non-members and observers. Non-members can access basic data and general data as well as request data, while observers can only access basic data and general data.

Membership fee is USD 50,000 for 12 PSC Contractors who own more than 5 Work Areas, USD 40,000 for 41 PSC Contractors owning 2-5 Work Areas, USD 20,000 for 80 PSC Contractors owning 1 Work Area, and USD 35,000 for non-mandatory members.

Data services to users via the membership system is set out in Regulation of Minister of EMR Number 7 of 2019 announced officially on 2 August 2019. (IY)
