B30 Trial, These are B30 Specs

The allocation of biofuel blends or Fatty Acid Methyl Ester (FAME) for the mandatory B30 has been set out by the government. On 15 November 2019, Minister of EMR Arifin Tasrif signed Decision of Minister of Energy and Mineral Resources Number 227 K/10/MEM/2019 on Implementation of Trial to Blend 30% Biofuel (B30) with Diesel Oil in the Period 2019.

Head of Bureau of Communication, Public Information Services, and Cooperation of Ministry of EMR Agung Pribadi says the distribution of biodiesel blends will be delegated to ten biodiesel dealers. "Ten dealers have been appointed to provide biodiesel for the B30 trial in 2019, the names are listed in the Ministerial Regulation," said Agung in Jakarta, Monday (18/11).

The issuance of the regulation, Agung continues, will strengthen the legal basis for B30 supply and distribution as well as economic benefits until its implementation early next year.

In addition, the government sets out the standards and quality (specification) of the B30 trial according to SNI 7182:2015, such as:

1. Density at 40? Celsius must be 850-890 Kg/m3

2. Kinematic viscosity at 40? Celsius must be 2.3-6.0 mm2/s (cSt)

3. Cetane Number minimum 51

4. Flash point (closed cup) minimum 130? Celsius

5. Copper strip corrosion (3 hours at 50? Celsius) must be number 1

6. Carbon residue in original sample maximum 0.05%-mass; or in 10% distilled residue 0.3%-mass

7. Distillation temperature 90% maximum 360? Celsius

8. Sulfated ash maximum 0.02%-mass

9. Sulfur maximum 10 mg/kg

10. Phosphorus maximum 4 mg/kg

11. Acid number maximum 0.4 mg-KOH/g

12. Free glycerin maximum 0.02%-mass

13. Total glycerin maximum 0.24%-mass

14. Methyl ester minimum 96.5%-mass

15. Iodine value maximum 115%-mass (g-12/100 g)

16. Oxidation stability in Rancimat method induction period 600 minutes; or in PetroOXY method induction period 45 minutes.

17. Monoglycerides maximum 0.55%-mass

18. Color maximum 3 with testing method ASTM D-1500

19. Water content maximum 350 ppm with testing method D-6304

20. Cold Filter Plugging Point (CFPP) maximum 15? Celsius with testing method D-6371

21. Metals I maximum 5 mg/kg with testing methods EN 14108/14109, EN 14538

22. Metals II maximum 5 mg/kg with testing method EN 14538

23. Total contamination maximum 20 mg/liter with testing methods ASTM D 2276, ASTM D 5452, ASTM D 6217

The B30 trial at the end of 2019 is the government's initial step to prepare for the mandatory B30 in the coming 2020.

Previously, Ministry of EMR has completed a series of road test, vehicle performance test, monitoring, and evaluation of B30 fuel at diesel engine vehicle back in early November. (IY)
