'New Normal' Work System, Secretary General: Work Productively, Safely, and Focus on Public Service

Secretary General of Ministry of Energy and Mineral Resources (EMR) Ego Syahrial requests all employees of Ministry of EMR to follow the health protocol in carrying out the 'New Normal' work system amid the Covid-19 pandemic.

"I hope all employees, when they come back to work, will not be surprised with the new work system. Please follow the existing health protocol," said Ego at an online Dissemination of State Civil Apparatus (ASN) Work System on Wednesday (3/6).

Ego's instruction is expressed in Circular of Minister of EMR Number 14.E/70/SJN.P/2020 on Work System of State Civil Apparatus in New Normal Order within Ministry of Energy and Mineral Resources. "The circular serves as guidelines for carrying out our duties and functions in order to adapt to the new normal order to become more productive and safe from Covid-19 risks," explained Ego.

One of the mitigation efforts made is to expand rapid testing to all stakeholders of the EMR sector. "According to instruction of Minister of EMR, (rapid testing) has been expanded since two days ago, formerly covering internal units of (Ministry of) EMR and SKK Migas. We've been asked to recap stakeholders (of the EMR sector)," said Ego.

Rapid testing in the oil and gas subsector is coordinated by SKK Migas, while rapid testing in the mineral and coal mining subsector will be carried out as soon as possible, particularly for holders of Contracts of Work and PKP2B (Work Agreements on Coal Business Mining). "Directorate General of Mineral and Coal please recap the data," requested Ego.

Besides rapid testing, Ego informed as many as 387 employees of Ministry of EMR have taken Polymerase Chain Reaction (PCR) test in cooperation with Clinical Microbiology Laboratory of Universitas Indonesia.

In the 'new normal' work order, continued Ego, Ministry of EMR will divide employees into Work From Office (WFO) and Work From Home (WFH) groups. The circular sets out the maximum number of WFO employees is 25% of the total number of employees in each organization unit.

The WFO system will be supported by facilities and infrastructure meeting health protocol standards. "Lift, canteen, places of worship will only be allowed half capacity," said Ego.

According to Ego, work patterns with remote system that uses information technology is nothing new within Ministry of EMR so that 'New Normal' work system is now commonplace without sacrificing the quality of public service.

"We've been using the information technology successfully. So correspondence, attendance confirmation to daily tasks, and most importantly, the public service system have been made through electronic system. Several directorate generals are settled with the system, (DG) Oil and Gas and (DG) Electricity have used online systems. So an online working system won't be a shock," Ego concluded.
