Indonesian Provinces Issued Energy Master Plans

The Indonesian Government facilitated the issuance of 16 out of total 34 Provincial Energy Master Plans (RUED) in Indonesia. These master plans are used as reference in developing energy sources according to regional potential to guarantee energy availability in the future.

"We've facilitated the issuance of provincial RUEDs. Out of 34 provinces, 16 provinces have set out their RUEDs. I hope the number will add soon," said Secretary General of National Energy Council (DEN) Djoko Siswanto in Jakarta on Thursday (16/7).

These RUEDs, continued Djoko, will guarantee energy availability in the provinces, support regional construction and development plans including those of industrial parks, and serve as the basis for the provinces to request budget via the State Budget (APBN)/Provincial Budget (APBD) to develop energy infrastructure, especially for new, renewable energy.

16 provinces have set out their RUEDs, among others, Central Java, West Java, West Nusa Tenggara, North Kalimantan, East Java, Lampung, Bengkulu, Central Sulawesi, Gorontalo, East Nusa Tenggara, East Kalimantan, Jambi, Aceh, Bangka Belitung Islands, West Sumatra, and South Kalimantan.

Djoko admitted RUED issuance in the other 18 provinces has been hindered by the Covid-19 pandemic. "Due to Covid-19, (RUED issuance is) a bit late in other provinces," Djoko confirmed.

The RUED of Special Region of Yogyakarta was approved by the province's House of Representatives (DPRD) and is currently facilitated and registered at Ministry of Home Affairs. Moreover, 12 other provinces have submitted their draft RUEDs in the Province Regulation Drafting Program (Propemperda) of 2020 and are holding discussions with their DPRDs, namely North Sumatra, Riau, Riau Islands, South Sumatra, Banten, Special Capital Region of Jakarta, Bali, West Kalimantan, Central Kalimantan, West Sulawesi, South Sulawesi, and North Maluku.

Besides the above provinces, 3 provinces are preparing the Academic Paper and draft Regional Regulation but these provinces have not been registered in the Propemperda, namely North Sulawesi, Maluku, and West Papua. Meanwhile, two provinces have not finalized their documents, Academic Paper and draft Regional Regulation, namely Southeast Sulawesi and Papua.

Djoko mentioned that RUED issuance must be synchronized with the National Energy Master Plan (RUEN) and the National Energy Policy (KEN). "Must be linked with the RUEN, it's DEN's function to continuously monitor and supervise the formulation of regulatory devices and the realization of energy policy, especially the energy mix," explained Djoko.

In connection with RUED, Djoko also explained that the realization of energy mix in provinces, especially in the New, Renewable Energy (NRE) subsector, faces challenges during the pandemic. "We've observed that the percentage is on the rise year by year. During the pandemic, however, fossil energy has become affordable, supply is abundant, prices are low, and all of these have pushed (price of) NRE down," Djoko concluded. (IY)
