Streamlining Bureaucratic Structure, Ministry of EMR Swears in Functional Officers

Secretary General of Ministry of Energy and Mineral Resources (EMR), Ego Syahrial, swore in 145 Functional Officers to streamline bureaucratic structure. These officers were formerly echelon III and IV officials. Another 35 Functional Officers were also swore in through the processes of first-level assignment, positional promotion, and positional adjustment (inpassing). On the same occasion, the Secretary General also presented 63 dedication awards Satya Lancana Karya Satya and 46 certificates of rank promotion for civil servants within the Secretariat General of Ministry of EMR.

"Congratulations. I hope the awards and promotions will improve your integrity, work performance, and motivation to carry out your duties," Ego said in the ceremony which was held both online and offline on Monday (14/12).

Ego went on to say that the swearing-in ceremony is a follow-up to the direction of President Joko Widodo to simplify Indonesia's bureaucracy into a two-level organization to ensure effective and efficient public services.

Bureaucratic simplification is also the government's response to the global challenges which require expert and competent human resources, Ego added.

To make sure that organizational duties and functions run smoothly, the newly transformed Functional Officers are given an additional duty as coordinators until the end of 2020. The policy will apply until a new ministerial regulation which replaces EMR Ministerial Regulation Number 13 of 2016 on Organization and Operational Structure of Ministry of EMR is issued.

Ego concluded his remarks by requesting all employees swore in to carry out their duties well.

For the record, the Indonesian government bureaucracy has 2 career paths, namely structural and functional paths. Structural path is those posts which are expressly stated in the organization structure, while functional path refers to technical jobs which are not expressly stated in the organization structure but whose functions are needed for the organization's smooth operation. To carry out his/her duties, a functional officer must have specific expertise and/or skills and usually works independently.

In his second term of office, President Joko Widodo has been calling on high-ranking government officials to make all-out efforts to streamline the country's bureaucracy. This is done to pave the way for the government's development projects aimed at boosting domestic economic growth. (IY)
