Minister Arifin: Occupational Safety Must Become Oil and Gas Culture

Minister of Energy and Mineral Resources (EMR) Arifin Tasrif underlined the importance of embracing occupational health and safety in oil and gas business. Safety guarantee must be given by every company through the commitment of the executives of BU (Business Entity) or BUT (Permanent Establishments).

"Commitment to oil and gas safety must start from the executives of BU/BUT by embracing safety as the culture that is part of every scope of work," Arifin said in his speech at the Oil and Gas Safety Award ceremony which was held virtually on Tuesday (3/11).

BU and BUT, continued Arifin, should have a safety management system understood by not only the management but also field workers at all levels. "This system is an important part that supports a sustainable oil and gas industry," he said.

Arifin admitted that the oil and gas industry is by nature a high-risk industry in terms of investment and operations. "These risks can be minimized by adopting an oil and gas safety management system, which includes creating strong synergies between the government and business actors," he said.

Ministry of EMR through Directorate General of Oil and Gas has awarded 88 KKKS (Contractors of Cooperation Contracts) or Business Entities Holding Downstream Business Licenses the Oil and Gas Safety Awards, which ceremony was held virtually. The awards were grouped in 2 categories, namely No Working-Hours Lost due to Work-Related Accidents (Patra Nirbhaya) and (Oil and Gas Safety Fostering (Patra Karya).

"The Oil and Gas Safety Awards are an appreciation of the success of a company, particularly KKKS and Business Entities Holding Downstream Business Licenses, in ensuring occupational safety in the oil and gas business," said Acting Director General of Oil and Gas, Ego Syahrial, in his report speech to the Minister.

The Oil and Gas Safety Awards were set out in Regulation of Minister of Mining and Energy Number 516 K/38/M.PE/89 on the Presentation of Awards in the Field of Occupational Safety in Oil and Gas Mining Business and Geothermal Resources Business.

In 2020, the Patra Nirbhaya are awarded to 72 companies and the Patra Karya to 16 companies, as follows:

1. Patra Karya

a. Patra Karya Raksa Tama to 8 companies (ExxonMobil Cepu Limited, PT Pertamina (Persero) Refinery Unit IV Cilacap, PT Pertamina (Persero) RU VI Balongan, PT Badak NGL, PT Pertamina (Persero) Refinery Unit III Plaju, PT Jakarta Tank Terminal, PT Pertamina Gas-East Region, and PT Pertamina (Persero) Refinery Unit II Dumai.

b. Patra Karya Raksa Madya to 7 companies (JOB Pertamina-Medco E&P Tomori Sulawesi, PT Donggi Senoro LNG, PT Transportasi Gas Indonesia, PT Pertamina (Persero) RU VII Kasim, PT Pertamina (Persero) Marketing Operation Region V, PT Pertamina (Persero) Marketing Operation Region IV, PT Perusahaan Gas Negara Tbk-Gas Distribution Management Regional I.

c. Patra Karya Raksa Pratama, 1 company (PT. Maspion Energy Mitratama).
