Budget Realization in 2020 the Highest in Last Eleven Years, Says Energy Minister

"Budget realization in 2020 is the highest in the last eleven years," Minister of Energy and Mineral Resources (EMR) Arifin Tasrif has said at Press Conference on Performance Report of 2020 and Work Plan for 2021 of the EMR Sector on Thursday (7/1). The Minister went on to say that the largest part of Ministry of EMR's budget had been spent on infrastructure spending for the people.

The budget of Ministry of EMR as set out in the final Budget Execution List (DIPA) of 2020 was Rp6.2 trillion. Until the end of the year, the Ministry had absorbed a total of Rp5.8 trillion or 93.8%, the highest realization in the last eleven year.

High budget absorption has been coupled with improved budget management. The Ministry's budget performance has been assessed by the Budget Execution Performance Indicator (IKPA) and the Integrated System for Performance Monitoring and Evaluation (SMART).

"The budget management performance is getting better too, as shown by our SMART score of 90.61, which is higher than national average of 79.16. Next, our IKPA score is 94.62, while national average 91.17. The financial statements of Ministry of EMR have obtained an unqualified opinion (WTP) from the Indonesia Audit Body (BPK) for four consecutive years," the Minister added.

Arifin also informed the budget allocation for 2021 at Rp 7 trillion.

Despite the Covid-19 pandemic, Non-Tax State Revenue (PNBP) of the EMR sector in 2020 had recorded (temporary) realization of 20% above the target. The Revised State Budget (APBN-P) of 2020 had set the PNBP target of the EMR sector at Rp90.7 trillion, while the realization was Rp108.7 trillion.

The PNBP realization is made up of Oil and Gas PNBP of Rp69.7 trillion (131%), Mineral and Coal Rp34.6 trillion (110%), New, Renewable Energy and Energy Conservation (NREEC) Rp2 trillion (154%), and PNBP from other revenues Rp2.4 trillion (51%). Other revenues consist of fee from downstream oil and gas business entities, Oil and Gas DMO, data sales, rental services, public service agency (BLU) fee, etc.

For 2021, the PNBP target of the EMR sector has been set at Rp121.2 trillion, consisting of Oil and Gas PNBP Rp75 trillion, Mineral and Coal Rp39.1 trillion, NREEC Rp1.4 trillion, and PNBP from other revenues Rp5.7 trillion. (IY)
