SNI Assessment and Certification for Crystalline Silicon Photovoltaic Modules Extended

The Ministry of Energy and Mineral Resources (EMR) has issued Regulation of Minister of EMR Number 2 of 2021 on the Application of Quality Standards for Crystalline Silicon Photovoltaic Modules. This regulation mandates that crystalline silicon photovoltaic modules fulfill the Indonesian National Standard (SNI), namely SNI IEC 61215-1:2016, SNI IEC 61215-1-1:2016, and SNI IEC 61215-2:2016.

This means that all photovoltaic modules circulating in the market must have an SNI marking to guarantee their quality, security, and safety of use. This requirement must be met by manufacturers and importers of crystalline silicon photovoltaic modules.

In reality, producers and importers of crystalline silicon photovoltaic modules as well as product certification bodies (LSPro) and test laboratories have faced operational constraints because of the Enforcement of Restriction on Public Activities (PPKM) policy during the Covid-19 pandemic. As a result, they could not complete conformity assessment and certification of crystalline silicon photovoltaic modules within the time limit. Thus, it is necessary to extend the period for SNI assessment and certification to applicants who have shown good intentions and made commitments to comply with rules.

"Because of operational constraints, the Ministry of EMR has issued Decision of Minister of Energy and Mineral Resources Number 249.K/HK.02/MEM.E/2021 of 22 December 2021 on Extending the Period to Comply with Indonesian National Standards for Crystalline Silicon Photovoltaic Modules", said Dadan Kusdiana, Director General of New, Renewable Energy, and Energy Conservation on Monday (27/12) in Jakarta.

The extension applies to producers or importers of crystalline silicon photovoltaic modules who already have a product certification agreement with an LSPro that has met the criteria for conducting conformity assessments and product certification of crystalline silicon photovoltaic modules, as set out in the provisions of Ministerial Regulation Number 2 of 2021.

The product certification agreement between producers or importers of crystalline silicon photovoltaic modules with LSPro must be signed on December 31, 2021, at the latest. The LSPro then has to submit a list of producers or importers who signed product certification agreements to the Director General of New, Renewable Energy, and Energy Conservation accompanied by the product certification agreement document by January 3, 2022. Based on the list, the Director General of New, Renewable Energy, and Energy Conservation determines that certain producers or importers get an extension to fulfill their SNI obligation.

"We hope the new regulation will encourage the issuance process of SPPT SNI (certificate to use an SNI marking) in accordance with the mandate of Ministerial Regulation Number 2 of 2021. This way, we can improve the quality of solar modules to develop solar energy in Indonesia," said Dadan.

For the record, the Indonesian government has set a 23% target for New, Renewable Energy in the energy mix by 2025, 6.5 GW of which will come from solar energy. (IY)
