Pertamina Patra Niaga, AKR Corporindo to Distribute 15.1 million KL of Solar Diesel

The Indonesian Downstream Oil and Gas Regulatory Agency (BPH Migas) has assigned PT Pertamina (Persero), in this case its commercial and trading subholding, PT Pertamina Patra Niaga, and PT AKR Corporindo Tbk. to distribute 15.1 million kiloliters (KL) of subsidized Solar diesel oil in 2022.

The decision to assign the two companies to supply and distribute Certain Types of Fuels (JBT), or subsidized fuels, is set out in Decision of Head of the Downstream Oil and Gas Regulatory Agency Numbers 102/P3JBT/BPHMIGAS/KOM /2021 and 103/P3JBT/BPHMIGAS/KOM/2021 of 27 December 2021. The quota has been decided after considering the needs of the people and the state's financial capacity.

"The quota determination has been based on three basic variables for calculation, namely, the proposal from regional governments of the needs of JBT Solar diesel for 2022, the data on the realized distribution of JBT Solar by PT Pertamina (Persero) and PT AKR in 2021, and the formula agreed on in a meeting with the stakeholders," said Head of BPH Migas, Erika Retnowati, in Jakarta on Thursday (6/1).

Both decisions also dictate that if there is an increase in demand or disruption of distribution in a regency/city, PT Pertamina Patra Niaga and PT AKR Corporindo Tbk can adjust the quota of the distributors in the same regency/city, as long as the adjustment does not affect the total quota of the regency/city, while still coordinating with BPH Migas and the local government.

"In case the quota of an area is changed, Pertamina must report the change to BPH Migas at least 1 month after the change. The most important issue is that fuels are distributed to the right targets so that the JBT is consumed by the people who have the right," Erika added.

The JBT quota for 2022 consists of 480,000 KL of kerosene and 15.1 million KL of Solar diesel oil. Additionally, the BPH Migas Committee decided that JBT volume that exceeds the quota will not be considered as JBT and instead will be counted as General Types of Fuels (JBU) or non-subsidized fuels.

For the record, BPH Migas has the duties to regulate and determine availability and distribution of fuels. It must ensure that subsidized Solar is distributed to the right people and on target. Moreover, BPH Migas evaluates Solar consumption and disseminates the regulations on the distribution of subsidized fuels to the relevant stakeholders. (IY)
