Inaugurating 10 Pratama High Officials, Energy Minister Calls for Synergy

The Minister of Energy and Mineral Resources (EMR), Arifin Tasrif, on Monday (10/1) inaugurated and swore in 10 Pratama (echelon 2) officials within the Ministry of EMR.

A total of 10 officials were inaugurated, with 5 officials being rotated, 4 being promoted from an open selection process, and 1 official is assigned by the Indonesian National Police (Polri) to fill the position of Inspector V.

In his remarks after the inauguration ceremony, Arifin said that job rotation and promotion was commonplace because of organizational needs, vacant positions, and as an effort to have new perspectives and enthusiasm so that organizational units could face the various challenges ahead.

"I am sure your experience will provide added value and contribute to the improvement of organizational units' performance," continued Arifin.

Arifin hopes that the organizational refreshment will enable units within the Ministry of EMR to meet their performance targets.

"To those of you who were promoted from the open selection results, please remember that you have gone through an objective selection process which is done in accordance with the applicable procedures and regulations. Mr. Joko Suharyadi, who is assigned by Polri to the Ministry of EMR, I ask you to carry out your duties quickly and carefully while continuing to develop yourself. Make positive breakthroughs with creative and innovative ideas, carry out tasks transparently, and maintain integrity," commented Arifin.

Speaking on the Ministry's budget, Arifin explained that the 2021 budget realization reached Rp4.829 trillion, or 97.61% of the allocated budget of Rp4.947 trillion. This is the highest budget realization in the last eleven years. However, Arifin advised everyone not to be complacent with the achievement because such a high amount should be realized every year, and made even higher.

"In 2022, the budget of the Ministry of EMR amounts to Rp5.88 trillion. This is a big implementation challenge. Therefore, I ask that the budget be managed transparently and accountably and the realization must exceed that of 2021," Arifin said.

Touching on the new, renewable energy and energy conservation subsector, the Minister of EMR called for accelerated production of battery electric vehicles. The Minister also asked that renewable energy-based power plants be completed faster. "In addition, breakthroughs are needed to develop new, renewable energy and foster a good investment climate," Arifin added.

In the mineral and coal subsector, Arifin instructed that the Domestic Market Obligation (DMO) policy be maintained, and coal supply be prioritized for domestic demands. Sanctions according to the existing laws and regulations must be imposed on coal companies that do not honor contracts.

Next, Inspectors are expected to always focus on carrying out internal supervision of the ministry, by safeguarding and overseeing the strategic programs of the Ministry of EMR. The bureaucratic reform program must also be accelerated so that the Ministry of EMR gets a better score.

"In the geology subsector, please improve coordination with related agencies for groundwater conservation, which condition is currently quite worrying. Please make concrete steps to conserve groundwater so that groundwater quality improves," said Arifin.

Next, the National Energy Council (DEN) is expected to support and coordinate the government's strategic programs, especially the use of clean and environmentally friendly energy. In addition, the DEN must accelerate the realization of 23% renewable energy share in the energy mix by 2025.

In the midst of a pandemic, changes and challenges must be responded quickly and thoroughly. For this reason, every official must be proactive. Do not wait for instructions, commands, and directions, let alone piling up work. However, every action must be performed within the corridor of accountability, and every official will be held accountable for their actions.

"Every organizational unit must support and synergize with each other because there is no single function that can be carried out exclusively by one organizational unit," Arifin concluded. (IY)
