Energy Ministry Targets 10,000 Mini Gas Stations Built This Year

To ensure fuel availability throughout the country, Directorate General of Oil and Gas of the Indonesian Ministry of Energy and Mineral Resources is targeting the construction of 10,000 mini gas stations, the so-called Pertashop, this year.

Director General of Oil and Gas, Tutuka Ariadji, explained that as of May 16, 2021, a total of 1,283 Pertashop outlets have been in operation. "By the end of 2021, we've set a target for 10,000 Pertashop outlets across Indonesia," Tutuka said in a hearing with Commission VII of the House of Representatives in Jakarta on Monday (25/2).

However, Tutuka nudged state energy company Pertamina as the brand owner not to prioritize its business interest in the construction. "I'll tell Pertamina that the intention is to increase not only profits but also access and fairness. Increasing (access) for the poor," said Tutuka.

Tutuka also wants Pertashop to sell Pertalite RON 90 in the future. "I hope not Pertamax (only). Outside Java, Pertalite can smoothly replace Premium, that's the first the goal," said Tutuka.

For the record, all Pertashop outlets currently sell Pertamax RON 92 only.

According to the provisions of Regulation of Minister of Energy and Mineral Resources Number 13 of 2018 on Distribution of Oil Fuels, Gas Fuel, and Liquefied Petroleum Gas, distributors can carry out direct sales after they sign a cooperation agreement with Business Entity that Holds General Trading Business Permit (BU-PIUNU). Meanwhile, the report on distributor appointment must be submitted to Minister of EMR by uploading the data to the official website migas.esdm.go.id.

Tutuka went on to spell out the provisions for appointing fuel distributors, including that fuel distributors must have refueling infrastructure and facilities, distributors can only receive an appointment from one Oil and Gas Trading Business Entity for oil fuels, gas fuel, and LPG types sold, distributors must use the same trademark with the name of the owner of the products they sell as stated in the Business License for Business Entity that Holds Oil and Gas Trading Business Permit.

Next, the duration of distributor appointment is maximum the same with the expiration of the Oil and Gas Trading Business Permit owned by the Oil and Gas Trading Business Entity, and finally, Business Entity that Holds Oil and Gas Trading License must ensure that distributors comply with the safety rules in oil and gas business.

A Pertashop retailer is a small-scale sales outlet that sell non-subsidized fuel, non-subsidized LPG, and other products. Supplied by Pertamina, Pertashop outlets are owned by private business people and usually located in villages or remote areas. (IY)
